Hon Onyango Kakoba

A Member of Parliament for over 15 years, Hon Kakoba is the immediate outgoing Chairman of both the Pan African Parliament’s (PAP) Permanent Committee on Justice and Human Rights and Pan African Parliament - African Peer Review Parliamentary Network (PAN). Former Chairman and Uganda’s representative on the Executive Committee of the Forum of Parliaments of International Conference on Great Lakes Region (FP-ICGLR), he is best remembered for his excellent leadership skills that caused positive transformation at the organisations.
Hon. Kakoba trained and began his career as a journalist with The New Vision Newspaper - one of the biggest news sources in Uganda and the East African Region, working his way up to senior management level in the media.
He is a holder of a BA (Hons) in Social Sciences and an MA in International Relations and Diplomatic Studies from the prestigious Makerere University - alma mater of many post-independence African leaders.
Hon. Kakoba first joined the Ugandan Parliament in 1996 and simultaneously from 2011 one of Uganda’s representatives at PAP where he was Leader of the delegation. While in the Ugandan Parliament, he provided strategic leadership and direction to numerous Parliamentary Committees, including being chairman of the Parliamentary Select Committee on Common Wealth Heads of Government Meeting (CHOGM), which played an oversight role on the Executive when Uganda hosted the biannual Summit in 2007, and the Parliamentary Sessional Committee on Presidential and Foreign Affairs where he was the Vice Chairman.
Passionate to promote international peace, security, human rights and good governance, Hon Kakoba has conducted a number of consultancies and training on governance, media and international affairs. He has travelled widely on fact- finding and election observation missions as well as participating in other key United Nations, Africa Union, PAP, ICGLR and other International Conferences across the globe.
