Senator Chief Fortune Zephania Charumbira

Senator Charumbira is the Chairman of the Pan-African Parliament (PAP) Committee on Audit and Public Accounts, member of the Pan-African Parliament Permanent Committee on Co-operation, International Relations and Conflict Resolution; Senator and President of the Council of Chiefs of the Republic of Zimbabwe. 

Senator Charumbira has been a Member of Parliament of Zimbabwe for sixteen years, first in the House of Assembly and later the Senate. He served as Deputy Minister of Local Government, Rural and Urban Development of Zimbabwe from 2002 to 2005 and later held other senior leadership positions including; Presiding Officers Panel of Parliament of Zimbabwe (3rd in hierarchy after the President of the Senate) and Member of the Constitutional Select Committee. He is also the Parliamentary Standing Rules and Orders Committee and a member of the Senate Thematic Committees on Peace and Security and that of Human Rights. He began his career as a Senior Labour Law Officer in 1989, responsible for hearing and making judgements on employment related cases and mediating in employer - employee disputes. He later worked for Coopers & Lybrand (now Pricewatershousecoopers), KPMG and Ernest and Young as a Principal Management Consultant, specialising in Institutional Change, Performance Improvement and Leadership Development. Later, he worked for the World Bank and the Government of Tanzania as an Institutional Change Specialist on the Public Service Reform Programme. Senator Charumbira has more than 20 years’ experience as Institutional Change and Leadership Development Consultant in both the public and private sector and has managed several projects in Eastern and Southern Africa, precisely Zimbabwe, Tanzania, Malawi and Zambia. 

Throughout his career which spanned work in the public, private and non-profit sectors, he has won recognition for his managerial acumen; sharp leadership skills and Pan Africanist qualities. He is a Member of the Pan African Parliament (PAP) for eleven years.  

Senator Charumbira represented the President of the Pan African Parliament at the Conference on Conflict in Horn of Africa and the Great Lakes Region held in Khartoum in 2007 and at the Africa Regional Parliaments (EALA, ECOWAS, SADC meetings on UN Millennium Development Goals in Arusha in 2015. He has also represented the Pan African Parliament on Election Observation Missions to Ghana, Namibia, South Africa; Fact Finding Missions to Libya and Tunisia, UNDP High Level Review of Millennium Development Goals and the Post 2015 Development Agenda and many other African Union Organ’s fora. Senator Charumbira is holder of a BSc (Hons) Administration (Administrative Law and Labour Law) and Master of Business Administration (MBA) from the University of Zimbabwe, Masters in Consulting and Coaching for Change: European Institute for Business Administration (INSEAD)/Harvard and is currently working on his PhD Thesis.

He is also Peace Mediator having attended the Swiss Peace Mediation Training among other similar programmes.
